2020 Budget Referendum & Trustee Election

Facts for voters

When: From 9 a.m. to 7:30 p.m. Wednesday, Oct. 30, 2019 at the library, 176-178 Genesee St., Auburn

Who is eligible to vote: All registered voters in the library district are eligible to vote on the budget. The library district consists of the city of Auburn, the town of Owasco, and the portions of the towns of Sennett and Fleming that are within the Auburn Enlarged City School District. Voting will be by paper ballot, and names will be checked against voter registration lists.

Voters will be asked to vote on the following question: Do you approve of the 2020 budget of the Seymour Public Library District in the amount of $1,000,000 of which $830,000 will be raised by a property tax levied against real property within the district?

Voters in the town of Owasco and the town of Sennett will elect trustees.

  • Voters in the town of Owasco will elect one trustee. One candidate, Lawrence Liberatore, has submitted a petition to represent Owasco and will be on the ballot.
  • Voters in the town of Sennett will elect one trustee. One candidate, Russell Harkins, has submitted a petition to represent Sennett and will be on the ballot.

The budget in brief: In New York State, local governments, school districts and special districts like the library are subject to the Real Property Tax Cap law for calculating how much the district can levy in taxes to support operations. The library currently collects $812,000 of its revenue in property taxes. Staying within the Tax Cap, the district would collect $830,000 in property taxes under the proposed 2020 budget.

The library tax is apportioned among each of the 4 municipalities in the district. Each municipality’s share is then converted to a tax rate per $1,000 of assessed value. Tax rates vary by municipality because each municipality assesses property at a different percentage of full market value.

For a house with a market value of $100,000, the estimated library tax will be $46.65.
